After years of development, digital government services are constantly enriched, including Internet services, big data financial services, and Internet plus medical health services. The evaluation results of digital government service capacity in 2021 show that China's digital government construction has entered the stage of comprehensive reform, deepening and upgrading after the construction practice in the embryonic period, exploration period and development period. The overall level of digital government service capacity of China's provincial and key cities has been continuously improved in recent three years.

The organizational mechanism guarantee was comprehensively promoted, and the construction of digital government was comprehensively guided. Leading groups related to digital government construction and government data overall management institutions have been established in many places. Guangdong, Zhejiang, Jiangsu and other regions began to explore the government chief data officer system to comprehensively promote and guide the construction of digital government.

Many governments have actively built data opening platforms, and the scale of data opening has been expanding. By the end of November 2021, data open platforms in 19 provinces and 19 key cities had been put into operation. Among them, 19 provincial platforms have opened 190000 data sets, more than 80000 data interfaces and more than 6.7 billion data, and the data scale has been expanding.

"Let the masses run less errands and more data"

Digital government services everywhere have improved the efficiency of public services and realized "let the people run less errands and let the data run more". Many examples are introduced in the evaluation results of digital government service capacity in 2021. By promoting the "inter provincial office" of government services, the problems of blocking points and difficulties faced by people working in different places have been effectively solved, and the phenomena of "running in multiple places" and "turning back" have been alleviated. In addition to the nationwide inter provincial office, seven regions including Beijing Tianjin Hebei, Yangtze River Delta, Pan Pearl River Delta, Sichuan and Chongqing, five provinces in Southwest China, five provinces in Northwest China and three provinces in Northeast China have realized inter provincial office.

Active services such as "senseless declaration", "reverse handling" and "accurate policy delivery", represented by Shenzhen, Guangdong Province, have improved the intelligent and convenient level of government services. In September 2021, Shenzhen Public Security launched 63 "senseless application" services, including handling and endorsement of Hong Kong, Macao and Taiwan passes and passports, replacement of driver's license, replacement and application of ID card, etc.

In 2021, Luohu District of Shenzhen will build a "reverse office" service integration platform, accurately locate the enterprise masses with "entitled but not enjoyed" welfare policies through big data intelligent analysis and matching, help the service department to make online warm tips and push handling guidelines, and provide decision support for the next study and optimization of policies.

Data show that more than 80% of government websites have carried out relevant transformation to varying degrees. For example, the integration of the elderly affairs area on the Beijing municipal government website provides popular services commonly used by the elderly, guidelines for the use of health codes for the elderly and children, application for welfare allowances, old-age security, retirement management, elderly care institutions and other services. The aging adaptation of digital government services has helped the elderly cross the "digital divide", and the effect of inclusive services has been shown.

Improve the operation efficiency of government system

While making progress, there is still room for improvement in the construction of digital government. This assessment also puts forward three issues that need local attention, such as the digital government system and standard system to be further improved; Data security and privacy protection measures still need to be further strengthened; The application degree of data sharing needs to be further improved.

In this regard, the relevant person in charge of China Software Evaluation Center suggested: first, issue a national digital government construction guide to guide the overall construction of China's digital government; Second, deepen the reform of authoritative and efficient national data overall planning and coordination mechanism, form a flat and efficient organization system with connection from top to bottom, overall linkage and agile implementation, and promote the overall smooth operation of the overall planning and comprehensive coordination mechanism for the construction of digital government; Third, promote the construction of digital government standard and specification system, accelerate the "legislative reform, abolition and interpretation" of relevant supporting laws and regulations of digital government, and organize the formulation of infrastructure construction standards, online and offline government service standards, data resource management standards, construction, operation and maintenance specifications and other relevant standards and specifications; Fourth, strengthen the supervision and evaluation of the process and effect of digital government construction, and regularly carry out the evaluation of the effect of digital government construction, so as to promote construction and development.

To further accelerate the construction of digital government, the key is to solve the three problems of interconnection, data sharing and business collaboration. We should solve the administrative barriers between government departments so that data can be circulated and shared. In the long run, the government should build a comprehensive application system around the public services such as medical treatment, education and environment concerned by the people, truly realize the smooth and efficient operation of the system, and make digital government really play a role at the critical moment.
